IV.a. Approve Resolution No. 40-19: Determine That An Emergency Exists Regarding Electrical Issues and Repair Work at Davis Senior High School and Approve Associated Proposals Was edited within 72 hours of the Meeting
Recommended Motion:

Approve Resolution 40-19 to determine that an emergency exists regarding electrical issues and repair work at Davis Senior High School and approve associated proposal.



Rationale:

On April 7, 2018, Davis Senior High School (“High School”) experienced a sudden, unexpected catastrophic electrical equipment failure resulting in a total loss of power at the High School, including loss of power for data connections, telephone systems, fire and other alarms (“Emergency Loss of Power”).

Classes at the High School were cancelled for Monday April 8, 2019 until temporary power could be provided by an emergency generator.

Emergency Repairs must be performed without delay to respond to the emergency and to (1) mitigate any damage to the District's property at the High School site, (2) minimize as quickly as possible the potential health and safety impact on District staff, visiting students, teachers, and the general public, and (3) permit the continuance of all classes, including science classes requiring the use of science labs.

Public Contract Code section 20113 provides that a school district may enter into a contract without advertising for or inviting bids when repairs, alterations, work, or improvements are necessary to avoid danger to life or property, or to permit the continuance of existing school classes, after a unanimous vote of that district’s Board of Education declaring that an emergency exists and with the approval of the county superintendent of schools.

The District solicited proposals from four (4) electrical contractors for work related to required electrical repairs.  Staff received three (3) proposals and are requesting approval of the lowest cost proposal. Additionally, staff procured emergency powers services for a backup generator to restore temporary power until the equipment is repaired and/or replaced and is requesting approval for these services.



 
Financial Impact:

The estimated costs for the temporary power and repairs are as follows:

Temporary power (emergency generator rental and fuel) $42,000 per week for 3-4 weeks

Bus-Duct equipment replacement $124,300 plus $50,000 for time and materials (estimated)

These costs  will be funded from restricted facilities and maintenance funds. Staff is researching potential insurance coverage to mitigate these costs.

The next meeting of the Board of Education is scheduled for April 18, 2019. The Board will convene in open session, and immediately thereafter adjourn to closed session at 5:30 p.m. in the Susan B. Anthony Administration Building at 526 B Street, Davis, California. The Board will reconvene in open session at approximately 7:00 p.m. in the Community Chambers at 23 Russell Boulevard, Davis, California.
