In the interest of conducting the business of public education in a timely manner, there is a two or three-minute limit per individual speaker which, at the discretion of the board president, may be modified depending on the number of speakers. A maximum of thirty (30) minutes for the comment period may be imposed.
During this public comment period, the law does not allow the Board of Education to take action on any item not explicitly posted on the agenda in advance. However, Board members may ask for clarification, refer concerns to staff, and/or request that an item be placed on a future agenda.

This job description was developed in conjunction with our certificated librarians, DTA and Associated Superintendent of Educational Services after a review of similar job descriptions in several districts in the region.

Approve DJUSD's 2015-16 Local Control Accountability Plan (LCAP)
|
During the process of developing the 2015-16 LCAP, the district was advised to strongly focus on stakeholder engagement. In June, during the LCAP approval review at the County Office of Education level, the district was advised to provide more detail regarding supplemental funds that rolled over from former Economic Impact Aid (EIA) and Tier III Flexibility funds. While the county commended the Davis school district for working with stakeholders to develop a strong and cohesive range of supplemental services, Yolo County Office of Education also encouraged the district to include in the 2015-16 LCAP all support services that had been previously paid with state-funded Economic Impact Aid and Tier III Flexibility funds. All pre-LCFF services and programs that are now funded with LCFF Supplemental funds have been added to the revised LCAP. Recommended services as developed through the LCAP Advisory process remain consistent with the version presented to the Board of Educations in June 2015.

There are no new financial impacts associated with this LCAP approval. The YCOE recommended edits did not include reallocation of previously approved funding/resources.

Approve the Consulting Services Agreement between Davis Demographics and Planning, Inc, and the Davis Joint Unified School District.
|
Davis Demographics and Planning, Inc. provides unique professional services to the District including demographic projections and data management tools to support the district in its educational and facility planning. This contract with Davis Demographics and Planning, Inc. will provide GIS Data Preparation and Enrollment Forecasting for a three-year period through June 30, 2018. The work will be accomplished under a not-to-exceed authorization of $12,189 annually and additional work will be billed on an hourly or other basis as detailed in the Appendix A. |

There is no impact to the General Fund. Annual costs will be paid by the Facilities Administration Funds. |
Davis Demographics & Planning, Inc. Agreement

Approve agreement for DJUSD to provide Nutritional Services to Lighthouse Charter School in West Sacramento.
|
Lighthouse Charter School, located in West Sacramento, is an established school site location with an enrollment of 200 students. Over the next three years, there is a projected enrollment increase of 400 students with a total enrollment of 600 students and possible additional locations in the West Sacramento area. Davis Joint Unified School District's Student Nutrition Services will be delivering meals to the Lighthouse Charter School location on a daily basis when DJUSD is in school session.

The fiscal impact for the District is $9,000. This added revenue does not require additional labor or equipment costs.

Receive and review the DJUSD AIM report and recommendations produced pursuant to the Board of Education direction given to the Superintendent on June 4. Based on Board direction, academic research, stakeholder input and district resources, staff makes the following recommendations: Continue use of the OLSAT for Universal Testing Pilot the HOPE Scale Raise AIM Qualification Score to 98 percentile Use Four Categories of Risk Factors Economic Health Language/Culture Discrepant Indicators
These four recommendations and/or any modifications to these recommendations will return for Board action October 15, 2015. 5. Separate/Additional Recommendation: In order to implement and sustain staff recommendations, the Superintendent recommends a new AIM leadership structure. The recommended AIM leadership structure can be found in section IV of the AIM report. A recommendation to approve the new leadership structure will return for Board action October 1, 2015.

June 4, 2015 the DJUSD Board of Education took the following action: To provide more equitable access to the Alternative Instructional Model (AIM) program, move to eliminate the use of private testing to qualify students, beginning with students who would first be admitted to the program in the 2016-17 school year. Further, direct the Superintendent to have staff review and recommend assessment protocols to be implemented in screening students beginning in the 2015-16 school year. The focus of assessment will be to identify students whose needs cannot be met in classrooms which fully implement best practices of differentiated instruction. Assessment will take into consideration multiple measures. Recommended changes will be approved by the Board, prior to implementation. Further, direct the Superintendent to develop a plan for the district which fully implements differentiated instructional practices in all classrooms. The history of the AIM program reflects the commitment and effort of the Board of Education and the administration of Davis Joint Unified School District (DJUSD) to expand educational opportunities for children with identified abilities. Throughout this report students served under AIM refer to individuals who receive services in self-contained classrooms as pursuant to the AIM Master Plan, “Gifted and Talented Education (GATE) is defined differently in academic research and throughout scholarly education articles. For the purpose of the attached report and for the current AIM program, DJUSD adheres to the definitions that appear in the approved version of the AIM Master Plan: The stated purpose of the program is to provide a quality educational program for gifted and talented students in order to develop their knowledge, skills, abilities, and values. The district’s AIM program serves three categories of gifted students: 1) Intellectually gifted—students with high potential in the areas of abstract thinking and reasoning ability as applied to school learning situations; 2) High achieving—the student who scores two or more levels above grade level in two or more academic areas and/or maintains a 3.6 grade point average in college preparatory academic classes for a period of two consecutive years; 3) High achieving in a specific academic area—the student who scores two or more levels above grade level or who maintains a 3.6 grade point average in a single academic area for a period of two or more years. The administration used these definitions as framework for addressing the directives in the June 4, 2015 Board motion and in preparing the report’s recommendations. In summary, DJUSD is committed to continuing to serve both intellectually gifted and high achieving students. The Special Report to the Board of Education on the Review of the Alternative Instructional Model (AIM), 2015 contains seven major sections that address requirements set forth in the Board directive. The sections are: (1) brief history of the AIM Program and Identification in Davis Joint Unified; (2) research sources for the report (3) identification process key considerations (4) recommendations specific to the identification process; (5) examination of differentiation; (6) leadership structure and elements; and (7) conclusion.
