| At the April 2, 2009 Board of Education meeting, the Board heard information regarding the recommended K-8 matematics instructional materials. Education Code Specifies that districts must use funds to ensure that each pupil is provided with standards-aligned textbooks or basic instructional materials, as adopted by the State Board of Education subsequent to the adoption of the content standards. Further, Education Code stipulates that each pupils shall be provided with standards aligned textbooks or instructional materials by the beginning of the first school term that commences no later that 24 months after those materials were adopted by the State Board of Education.
Members of the adoption committees (included teachers, administrators, parents, and students at the secondary level) have reviewed and evaluated the recommended materials. Detailed information regarding this process and members of the committee is available through the Office of Curriculum and Instruction at the DJUSD District Office.
Notification of this proposed adoption has been posted in the local newspaper and through board agendas.

| The attached adoption timeline provides an estimate of the cost for purchase of these instructional materials and others in the adoption cycle. These items will be purchased through the Instructional Mateirals Realignment. This resource of funding is specifically designed by the State of California for the sole purpose of purchasing State Board of Education approved instructional materials programs. The purchase of these materials will not impact the general fund. |

| Non-public school has been determined to be the best placement for student #NPS-09-30 and #NPS-09-31 based on student's IEP. This placement has been determined and mutually agreed upon by Sutter-Yuba County Alcohol, Drug and Mental Health, Yolo County Alcohol, Drug and Mental Health, Davis Joint Unified and parents. This placement is deemed to be in the best interest of these student. The contract is for the remainder of the 2008-2009 school year and for 2009-2010. |

| Approve the Child Development Agency Annual Report for the General Child Care and State Preschool Programs.

| The Davis Joint Unified School District contracs with the California Department of Education, Child Development Division, to provide child development services pursuant to section of the California Education Code, California Administrative Code 22, Title 5, Title XX of the Social Security Act, Child Development Funding Terms and Condition and other legal authorities. The Agency Annual Report is required to be completed by contract. It is due annually on June 1. This report is used to increase program quality for children and families, to measure the developmental progress of children, to identify program strengths, as well as areas that may need improvement and to document how areas targeted for improvement will be closed.

| Approve Board Resolution No. 52-09 Approving Proposed Decision of Administrative Law Judge and Implementing 2009 Certificated Layoffs, and Direction to Issue Final Layoff Notices Pursuant to Education Code Sections 44949 and 44955. |
| Resolution No. 52-09 will be posted prior to the May 7th Board meeting. Resolution No. 52-09 will include attachments with the names of the certificated employees to be issued final layoff notices effective no later than the beginning of the 2009-10 school year.
The legal deadline to issue final certificated layoff notices is May 14th. |

| Ratify the annual proposal for SCI Consulting Group to provide professional tax administration for Davis Joint Unified School District. |
| SCI Consulting Group has submitted a proposal to provide professional tax administration services for the Davis Joint Unified School District?s Community Facilities Districts No. 1 and No. 2, as well as Measure Q and Measure W Parcel Taxes.
The scope of services will include:
-Research and confirmation of the accuracy of all tax levies.
-Calculation of the CFD and parcel tax levies for each taxable parcel within the boundaries of the Districts, including parcels in Yolo and Solano Counties and adjustment of tax levies for publicly and/or institutionally owned property.
-Preparation of Tax Reports outlining the tax levies and providing relevant disclosure data.
-Submittal of the tax levies for the fiscal year 2009-10 tax roll and confirmation of the tax.
-A toll-free tax assistance phone line for directly responding to property owner inquiries regarding their taxes or other questions.
SCI Consulting Group shall be compensated $12,800 for administration of the CFD No. 1 and CFD No. 2 Taxes, which will be paid from the facilities tax fund. Additionally, SCI Consulting Group shall be compensated $5,800 each for administration of Measure Q and Measure W Parcel Tax, which will be paid from the general fund parcel tax proceeds.

| Adopt Resolution No. 49-09 to authorize the District to issue Tax and Revenue Anticipation Notes (TRANS) |
| Cash management is one of the integral components of comprehensive fiscal management. The receipt of revenues by the District is periodic, with state funding arriving throughout the fiscal year and with property tax funding flowing primarily twice, after the December and April tax lien dates. School district expenditures are spread fairly evenly throughout the school year. Immediately proceeding the tax apportionment dates, many public agencies, including school districts, experience depletion in their cash balances. Tax and Revenue Anticipation Notes, short-term tax-exempt instruments, are frequently issued by public agencies to allow availability of a prudent level of cash balance throughout the year. During the periods when the short-term borrowings are not needed for cash coverage, these funds may be reinvested. The yield on the reinvestment earnings are unrestricted interest earnings to the school district.
Current projections indicate that the District will qualify to issue TRANS in each of the successive years. For future year financial projections, a TRAN issue size has been projected at a minimum of $12 million based upon actual December cash positions in the previous three years. It is recommended by both bond counsel and the financial advisor that the authorization be for an amount not to exceed $15 million.

| Approve Resolution No. 54-09 Authorizing the Purchase of a Portable Classroom from Gary Doupnik Manufacturing, Inc. Under a Piggyback Contract Pursuant to Education Code Section 20118
|
On January 15, 2009, the Board of Education gave conditional approval of the Da Vinci Charter Academy (DVCA) located at the Valley Oak Campus for grades 10th through 12th. In order to accommodate the science curriculum for DVCA, the District needs to provide a science classroom/laboratory. Due to the short time frame, District staff has worked under an expeditious schedule to accomplish the provision of the science classroom for the opening of the 2009/10 school year.
Because of the expeditious schedule, it is in the District?s best interest to purchase and install a relocatable classroom under a piggyback contract pursuant to Education Code Section 20118. The District has selected Gary Doupnik Manufacturing, Inc. through a bid procured and authorized by the Western Placer Unified School District on December 6, 2005 and extended through December 6, 2009.
District staff has received an acceptable price proposal from Gary Doupnik Manufacturing, Inc. for the classroom building including all the necessary interior and exterior finishes and components for a total cost of $192,949.00.
Legal counsel has reviewed and approved all pertinent procurement documentation. |

| The purchase and installation of the portable classroom will have no fiscal impact on the General Fund. It will be purchased from the District Building fund (Fund 25) as discussed at the January 8th board meeting. These funds are specifically designated for this purpose. The District will charge DaVinci Charter Academy a per square feet lease amount for the use of this space. |

| DaVinci High School Principal, Matt Best, will present on preparations for the opening of the DaVinci Charter School Academy in 2009-2010. Staff requests for the Board to make comment, ask questions, and affirm direction related to the presentation and the events leading to the opening of the DaVinci Charter School Academy. |
| On January 15, 2009, the Board of Education directed staff to support Mr. Best in preparing to open the DaVinci Charter School Academy in the fall of 2009-2010. The new eighth and ninth grade program will be located at Emerson Junior High School, while the tenth through twelfth grade program will be located at the Valley Oak Campus. A seventh grade program is scheduled to begin at Emerson in 2010-2011.
Multiple criteria and benchmarks were established by the Board of Education for Mr. Best to successfully meet in order to receive final approval.
Mr. Best will report on those benchmarks successfully met thus far and those tasks still remaining in preparation for the 2009-2010 opening of the DaVinci Charter School Academy. |

| As a first year charter, DaVinci Charter Academy has the option to apply for a State loan in order to pay for start-up expenses. These expenses typically occur during the summer before any funds are allocated by the State. The loan will be repaid with income from DaVinci's annual attendance and does not increase the risk to Davis Joint Unified School District. The loan is low interest (3-4%), to be repaid over five years. Additionally, this loan mitigates internal district borrowing to cover cash flow during the initial start-up. |
