Recommended Motion:
Approve updated Classified Salary Schedule to reflect the change to California's minimum wage, effective January 1, 2021.

VI.e. Yolo Solano Center for Teacher Credentialing Salary Schedule
Recommended Motion:
Approve YSCTC Salary Schedule increasing the Teacher Intern Program Director work year by 2 days, from 220 to 222.
Rationale:
Due to the increasing responsibilities and time commitments for the Director of the Yolo Teacher Intern Program , which is run through the Yolo-Solano Center for Teacher Credentialing, since the program's creation staff is recommending an increase of two days for this position. The Yolo-Solano Center for Teacher Credentialing is a self-sustaining program funded through program fees, grants and other sources.
 
Financial Impact:
The increase in days will cost the Yolo-Solano Center for Teacher Credentialing approximately $1000, which is funded through Yolo Teacher Intern Program fees and grant funds.

VI.f. COVID Testing Staff Job Descriptions
Recommended Motion:
Approve Job Descriptions for COVID Testing Staff
Rationale:

In partnership with Healthy Davis Together, DJUSD intends to provide COVID Saliva testing to students and staff in the District at each school site. Positions associated with this program will be funded by the UC Davis Health Together partnership for a limited time. Individuals hired for these positions will be released upon termination of the program or program funding. We intend to hire two testing teams composed of one Supervisor, one Helpdesk Support provider and four Mass Kiosk Workers. The positions will be full-time positions. 


 
Financial Impact:

There will be no financial impact on the Davis Joint Unified School District as these positions will be grant funded.

Rationale:

Education Code 35256 and BP 0510 state that the Board must annually issue a school accountability report card (SARC) for each school site.  In preparing the district's report cards, the district's current data was submitted via Document Tracking Services to the California Department of Education (CDE).  Data compiled in each school site's SARC includes:

VI.i. Approval and Ratification of Bond Program Agreements
Recommended Motion:

Approve the following Bond Program Agreements:

  1. DSA Inspector of Record Services - MCF Construction Services for DSA Inspector of Record Services for the Birch Lane, César Chávez, North Davis, and Willett Elementary Multipurpose Room projects.

  2. Professional Services Agreement - Wallace Kuhl & Associates to provide materials inspection and testing services for the Birch Lane Elementary Multipurpose Room project.
Rationale:

Pursuant to Board Policy 3312 and California Education Code, all contracts and agreements must be approved and ratified by the Board of Education. The agreements are listed in the attachment section below and apply to the following Bond Program projects:

  1. Staff is recommending the Board approve MCF Construction Inspection Services Agreement for DSA Inspector of Record Services for the Birch Lane, César Chávez, North Davis, and Willett Elementary Multipurpose Room projects.

  2. Staff is recommending the Board approve Professional Services Agreement for Wallace Kuhl & Associates to provide materials inspection and testing services for the Birch Lane Elementary Multipurpose Room project.

The cost detail of each agreement is posted in the attachments and budget has been allocated in the appropriate fund.

Recommended Motion:
Approve and ratify the contracts as presented.
Rationale:
Pursuant to Board Policy 3312 and California Education Code section 17604, contracts shall be approved or ratified by the Board of Education.  The current contracts which are being presented to the Board are listed in the attachment section below.  Additional contract(s) may be included prior to the meeting.

VII. PRESENTATION/DISCUSSION/ACTION
VII.a. January Governor's Budget Update
Recommended Motion:
Receive report and discuss budget.
Rationale:

The official State Budget planning process for the next fiscal year starts with the January Governor’s Budget. This budget is used to begin District budget planning that will be considered in the Second Interim Budget Report presented on March 18, but the proposals will not be included in the District's budget until approved by the Legislature or awarded.  In May, there is a revision to the Governor’s Budget that will be used for the DJUSD 2021-2022 Adopted Budget.

The Governor's proposal includes revenue to fund the Local Control Funding Formula (LCFF) for inflation (COLA). As part of the LCFF funding formula, districts are also required to develop a Local Control Accountability Plan (LCAP) concurrently with the budget, which will be presented to the Board for adoption in June.

LCFF revenue funds all areas of district needs, including:

  • Employee Compensation
  • State Pension Cost Increases (STRS and PERS employer rates)
  • Inflation/Cost Increases
  • K-3 Class Size regulations and local teacher staffing
  • Deficit Spending Reduction
  • Services/Goals for Student Learning (LCAP)

Our discussions during the budget planning cycle including the Local Control Accountability Plan and approved budget will need to address these needs while maintaining fiscal solvency.

The Governor's budget proposal also includes additional on-going and one-time funds for special education, COVID-19 relief, expanded learning, equity, student health and well-being, and early learning, as well as paying down two-thirds of on-going deferrals. 

Staff will provide a summary report of the Governor's January budget proposal and discuss possible impacts on DJUSD.

 
Financial Impact:

Projected impacts of proposed State Budget changes for the DJUSD budget in the 2021-2022 school year could result in a $2.3 million increase of on-going LCFF funding and increases for special education funding on-going and one-time.

VII.b. Acceptance of District's 2019-20 Financial Audit Report
Recommended Motion:
Accept audit report as presented.
Rationale:

Pursuant to Education Code 41020, school districts are required to submit an independent external audit in accordance with State and Federal audit guidelines. The governing board of each school district shall review, at a public meeting, their annual audit, including any audit exceptions, the recommendations or findings of any management letter issued by the auditor, and any corrective action plans.

The District's 2019-20 fiscal year audit was conducted by Crowe LLP.  A copy of the audit is attached below, and available for review in the Business Services Office. 

Crowe LLP conducted the audit in accordance with auditing standards generally accepted in the United States of America and Government Auditing Standards issued by the Comptroller General of the United States. Those standards require the auditor to plan and perform the audit to obtain reasonable assurance that the financial statements are free from material misstatement.

In the auditor's opinion, the financial statements of Davis Joint Unified School District present fairly, in all material respects, the respective financial position of the governmental activities, each major fund, and the aggregate remaining fund information, as of June 30, 2020, and the respective changes in financial position and cash flows. There were no reported audit exceptions or findings.

A representative from Crowe LLP will be in attendance at the meeting and available to answer questions.

There is no financial impact to accepting the audit report.

VII.c. Steps to Return to Campus Update
Recommended Motion:

Staff will provide an update to the Board of Education about the status of COVID-19 in Yolo County, and review progress on planning and action for return to campus for students and staff. Discussion will also include conditions for a return to campus and staff recommendations for the hybrid instructional models that have been developed by the DJUSD Staff Action Team and reviewed through the Superintendent’s Advisories stakeholder engagement process.

VIII. UPDATE ON TENTATIVE BOARD AGENDA CALENDAR
Rationale:

The calendar is a fluid, working document used by the Board President and Superintendent in support of the Board conducting efficient and effective Board meetings. Changes in the date of future agenda items occur frequently to best fit Board items into the time parameters of Board meetings and District priorities.

The next meeting of the Board of Education is scheduled for February 18, 2021. Consistent with the Shelter in Place orders from the Governor and Yolo County, this meeting is compliant with the Governor’s Executive Order N-29-20 which allows for a deviation of teleconference rules required by the Brown Act.
