Quick Summary / Abstract:

In the interest of conducting the business of public education in a timely manner, there is a two or three-minute limit per individual speaker which, at the discretion of the board president, may be modified depending on the number of speakers.  A maximum of thirty (30) minutes for the comment period may be imposed.

In order to maintain a respectful public forum, members of the audience will please limit applause to occasions of student performance, employee recognition, and significant community contributions which are celebrated by everyone present.

During this public comment period, the law does not allow the Board of Education to take action on any item not explicitly posted on the agenda in advance.  However, Board members may ask for clarification, refer concerns to staff, and/or request that an item be placed on a future agenda.

Recommended Motion:

Certificated Personnel Report No. 12-20 covers 1 Temporary Employment, 2 Reduced Work Programs, 1 Retirements and 1 Variable Services Agreement.

Recommended Motion:

Approve Comprehensive School Safety Plans for district sites.



Rationale:

Education Code 32286 and Board Policy 0450 state that all school sites must maintain a comprehensive safety plan to ensure that students and staff are safe and secure on campus and are free from physical or psychological harm.  Beginning in September, the Student Services Department has worked closely with sites to update their plans, conduct safety drills, and implement an emergency communication drill procedure.  The plans must be reviewed and updated each year and approved by the Governing Board.

The Emerson Junior High School Comprehensive School Safety Plan is an example of the full safety plan each school site must maintain.  Safety Plans are the same at all sites with the exception of site specific information.  The remaining attachments include site specific information for other schools.

VI.e. 2020 Curriculum Adoption Update
Recommended Motion:

Review an update on upcoming DJUSD curriculum adoptions for Science and History-Social Science. 







Rationale:

The California Department of Education has adopted frameworks for both the Next Generation Science Standards (NGSS) and History/Social Science. In preparation for DJUSD's adoption of textbooks and materials, teaching staff have been engaged in professional development to better understand and teach to the standards in both subject areas. This agenda item provides an update on the adoption process and a general timeline of next steps towards a purchase of materials.

VI.f. Approve Sale of Surplus Property
Recommended Motion:

Staff recommends that the Board of Education authorize the Chief Business Officer to identity, declare and dispose of personal property in accordance with Section 17545 of the Education Code.



Rationale:

Education Code Section 17545 authorizes the governing board of any school district to sell for cash any personal property belonging to the district if the property is not required for school purposes, or if it should be disposed of for the purpose of replacement, or if it is unsatisfactory or not suitable for school use. The governing board may choose to conduct a sale of personal property under this section by means of a public auction conducted by employees of the district or other public agency or by contract with a public auction firm. The Board of Education may delegate to the district employee responsible for conducting the auction the authority to transfer the personal property to the highest responsible bidder upon completion of the auction and after payment has been received by the district.

 

The Technology Department has collected an inventory of obsolete computer related equipment.  All items were found either to be not serviceable for use or are not repairable.  The district will use a state-approved vendor, PC Assets Recovery and Disposal, Inc., who will pick up surplus equipment from each site and recycle according to state and federal environmental laws and then provide a certified report detailing the services performed.

VI.g. Approval of Purchase Order Reports
Recommended Motion:
Accept purchase order reports as presented. 

Rationale:

Per Board Policy 3300, the Clerk of the Board shall review and report to the Board all transactions entered into by the Superintendent or designee on behalf of the Board every 60 days. (Education Code 17605.)

These reports cover the periods from December 1 to December 31, 2019, and January 1 to January 31, 2020.

There is no fiscal impact by this action.  These reports represent all financial transactions entered into by the Superintendent or designee according to the Board approved budget.

VI.h. Acceptance of Gifts
Recommended Motion:

Accept the gifts totaling $5,187 for this period, presented for use in the District's programs.


Rationale:

The Board of Education gratefully accepts donations totaling $5,187, which have been received by the District since the Board of Education meeting held on December 19, 2019. A summary of gifts received is included in the Board packet.



 
Financial Impact:
The amount of the cash gifts will be a budget revision for the Board-approved budget under local grants and donations.

Recommended Motion:
Accept commercial warrant reports as presented.

Rationale:

Recommended Motion:

Receive a report from staff reviewing SEL research and current District practices.



Rationale:
Research shows that social emotional learning and wellness is foundational for academic success and overall wellness.  Staff and trustees will explore ways to imbed social emotional learning in our District MTSS framework.

VIII. UPDATE ON TENTATIVE BOARD AGENDA CALENDAR
Rationale:

The calendar is a fluid, working document used by the Board President and Superintendent in support of the Board conducting efficient and effective Board meetings.
