It is anticipated the Board will reconvene in open session at 6:30 p.m.

Board Member Cindy Pickett will lead those attending the meeting in a patriotic observance.

In the interest of conducting the business of public education in a timely manner, there is a two or three-minute limit per individual speaker which, at the discretion of the board president, may be modified depending on the number of speakers.  A maximum of thirty (30) minutes for the comment period may be imposed.

In order to maintain a respectful public forum, members of the audience will please limit applause to occasions of student performance, employee recognition, and significant community contributions which are celebrated by everyone present.

During this public comment period, the law does not allow the Board of Education to take action on any item not explicitly posted on the agenda in advance.  However, Board members may ask for clarification, refer concerns to staff, and/or request that an item be placed on a future agenda. 

Approve Certificated Personnel Report No. 06-20 covering 1 Temporary FTE Increase, 6 Coaching Variable Services Agreements and possible addendum covering 5 Employments and 10 Coaching Variable Services Agreements.

Approve Classified Personnel Report No. 06-20 covering 3 Classification Changes, 5 Employments, 9 FTE Increases, 2 Promotions, 1 Resignation, 4 Partial Resignations, 7 Coaching Variable Services Agreements and possible addendum covering 25 Employments, 5 Resignations and 25 Coaching Variable Services Agreements.

Approve Resolution No. 31-20 authorizing temporary interfund transfers of special or restricted fund monies.

The delay of deposits from the State of California, Federal Government, County Government and grant agencies and the timing of payroll and supply orders can result in negative cash balances throughout the year. This resolution authorizes the transfer between funds to maintain positive cash balances.  

Approval of Notice of Completion for the Proposition 39 Lighting Retrofit Projects at Da Vinci Charter Academy, Holmes Junior High, Birch Lane Elementary, César Chávez Elementary and North Davis Elementary Schools.

On June 6, 2019, the Governing Board approved an agreement with Efficient Lighting Designs, Inc. in the amount of $777,696 and authorized staff to execute the agreement to complete the work described in the California Clean Energy Jobs Act (Proposition 39) Lighting Retrofit Projects at Da Vinci Charter Academy, Holmes Junior High, Birch Lane Elementary, César Chávez Elementary and North Davis Elementary Schools.

Efficient Lighting Designs, Inc has completed the project and met all contractual responsibilities. 

It is recommended the Board of Education approve the Notice of Completion for Efficient Lighting Designs, Inc for the Proposition 39 Lighting Retrofit Project.

The cost of this project is $777,696 funded by the California Clean Energy Jobs Act (Proposition 39), a restricted categorical program.

These reports cover the periods from August 1 to August 31, 2019, and September 1 to September 30, 2019.

There is no fiscal impact by this action.  These reports represent all financial transactions entered into by the Superintendent or designee according to the Board approved budget.

Hear an update on the Local Control Accountability Plan (LCAP) process, including a brief overview of the 2019-20 LCAP, the plan for community outreach, and a report on DJUSD and DaVinci Local Indicators.  

As part of California's Local Control Funding Formula, DJUSD is responsible for creating a Local Control Accountability Plan (LCAP) to articulate District program goals, how those goals will be achieved, and how funding will support students in DJUSD's unduplicated count.  

DJUSD's LCAP process requires an annual update and potential revisions to actions and services. Both the update and revisions include extensive community input. Staff plans to systematically engage a even broader stakeholder group in 2019-20 by utilizing current Advisory groups, a Student advisory, and a Representative advisory.

Current Advisory groups will continue inform the LCAP.  The Advisory groups include the Parent; Classified; Certificated; Special Education, and Climate Committee Advisories.  Other groups from which we will seek input are Principals, the District English Learner Advisory Committee (DELAC), and the District Technology Advisory Committee (DTAC).

This update will provide an overview of the LCAP, DJUSD's LCAP process, and how the District is including stakeholders to advance District LCAP goals. This update will also review potential changes to the LCAP template for 2020-23, pending State Board of Education approval in January.

In order to close the compensation gap for all employees and maintain the quality program the Davis community expects, the Board of Education and District staff are committed to the following actions:

1. Improving efficient operations
2. Maximizing state funding (i.e. improving attendance, exploring state funding increases, etc.)
3. Committed to making Strategic Reductions
4. Looking for ways to increase the amount of take-home dollars for employees
5. Raising local revenue

After discussing the compensation gap, it’s causes, and potential solutions at several Board meetings over the past year, the Trustees provided direction to staff on September 5, 2019 to bring forward a draft Parcel Tax for Employee Compensation Resolution. Staff has created a draft resolution for Board review and discussion.

Consider public input regarding the trustee area map plan scenarios prepared by the District demographer and vetted by the public at community forums held on October 7, 2019, 6:00 p.m., at Da Vinci Charter Academy; and October 8, 2019, 6:00 p.m., at Davis Senior High School.

At the Board meeting of May 16, 2019, the Board adopted Resolution No. 41-19 directing the Superintendent or his designee, among other things, to initiate the process of changing the method of electing members of the Board, from the current at-large system whereby each member of the Board is elected by the registered voters of the entire District (Education Code section 5030(a)), to a method which provides that Board members residing in each trustee area will be elected by the registered voters of that particular trustee area (Education Code 5030(b)), in sufficient time for the new method of electing members of the Board to be in place for the November 2020 election.

Elections Code section 10010(a)(1) requires the District to hold at least two public hearings to invite community input regarding the composition of the trustee areas over a period not to exceed 30 days. “Composition of the trustee areas” includes factors such as visible natural and man-made geographical and topographical features, communities of interest, jurisdictional boundaries and population growth.  The District held these hearings on September 5, 2019 and September 19, 2019.

Elections Code section 10010(a)(1) encourages political subdivisions to conduct outreach to the public, including to non-English-speaking communities, to explain the districting process and to encourage public participation. The District accomplished this at recent community forums held on October 7, 2019, 6:00 p.m., at Da Vinci Charter Academy; and October 8, 2019, 6:00 p.m., at Davis Senior High School.

To further encourage public participation, the District has reached out to the public via social media and added a link to its webpage regarding the transition process. Updates and resources regarding the transition process as well as draft maps are posted on the District website.

The District is now required to conduct a minimum of two (2) public hearings on the trustee area map plan scenarios prepared by its demographer before the Board may select a final plan.  Tonight is the first such public hearing.

The Board will invite public comment and input on the draft map scenarios.  On November 7, 2019, the Board will conduct the second post-map public hearing, after which it will be free to adopt a final map plan scenario with its accompanying sequencing of the trustee area elections that will begin with the conduct of the 2020 governing board election in November of 2020.

The calendar is a fluid, working document used by the Board President and Superintendent in support of the Board conducting efficient and effective Board meetings. Changes in the date of future agenda items occur frequently to best fit Board items into the time parameters of Board meetings and District priorities.  

The next meeting of the Board of Education is scheduled for November 7, 2019. The Board will convene in open session, and immediately thereafter adjourn to closed session at 5:00 p.m. in the Susan B. Anthony Administration Building at 526 B Street, Davis, California. The Board will reconvene in open session at approximately 6:30 p.m. in the Community Chambers at 23 Russell Boulevard, Davis, California.
