Approve Comprehensive School Safety Plans for District sites. |
Education Code 32286 and Board Policy 0450 state that all school sites must maintain a comprehensive safety plan to ensure that students and staff are safe and secure on campus and are free from physical or psychological harm. Beginning in September, the Student Services Department has worked closely with sites to update their plans, conduct safety drills, and implement an emergency communication drill procedure. The plans must be reviewed and updated each year and approved by the site before they are submitted and approved by the Governing Board. The Holmes Junior High School Comprehensive School Safety Plan is an example of the full safety plan each school site must maintain. Safety Plans are the same at all sites with the exception of site specific information, such as dates of drill and safety committee members. The other attachment contains the Signature Page for each school site. The Signature Page verifies that the school site has approved their Comprehensive School Safety Plan. |

The attached Citizens Parcel Tax Oversight Committee Report reviews the revenues and expenditures related to the parcel taxes and documents the Committee's verification that Measure H and Measure G parcel tax fund expenditures are in compliance with each measure's ballot text language. Measure H parcel tax revenues constitute 10% of the DJUSD General Fund budget. Measure G parcel tax revenues fund an ongoing 4% staff compensation increase. The Committee reviewed the ballot text for Measure H and Measure G to the current fiscal year’s budget verifying positions and expenditures by categories. The reconciliation between the financial system and the parcel tax report is included as verification of the monitoring being done by the Committee. DJUSD is committed to accountability and transparency in all aspects of its financial accounting. While there is no legal requirement for a citizen oversight committee for parcel tax funds, parcel tax measures have explicitly stated the Board of Education will establish a process for independent citizen oversight. As such, a Citizens Parcel Tax Oversight Committee was commissioned to ensure that the local parcel tax funds are spent for their authorized purposes and to present its findings in a public report on an annual basis. Since 1984, Davis has had a tradition of investment in education through the passage of local parcel taxes, an investment that is the reflection of the Davis community’s values. The local investment in DJUSD educational parcel taxes has helped to preserve excellence in Davis schools. Funds from these measures support student programs for teaching and learning including: classroom programs in math, science, English, elective courses, class size reduction and music; student support programs including librarians, nurses, counselors, school technology, site safety and reading specialists; and other student programs such as athletics, drama, debate, robotics, journalism and student nutrition. |
