Recommended Motion:

Rationale:
The personnel actions requested in this report are essential to meet the goals and mission of the Davis Joint Unified School District.

VI.d. Approve the of Notice of Completion for the LED Lighting Retrofit Projects at Montgomery, Fairfield, Patwin, Pioneer and Willett Elementary Schools, Martin Luther King Junior High School, the Operations Center, and the District Office Complex.
Recommended Motion:
Approve the of Notice of Completion for the LED Lighting Retrofit Projects at Montgomery, Fairfield, Patwin, Pioneer and Willett Elementary Schools, Martin Luther King Junior High School, the Operations Center, and the District Office Complex.
Rationale:

On April 16, 2020, the Governing Board approved an agreement with Efficient Lighting Designs, Inc. and authorized staff to execute the agreement to complete LED lighting retrofit projects at Montgomery, Fairfield, Patwin, Pioneer and Willett Elementary Schools, Martin Luther King, Jr. High School, the Operations Center, and the District Office Complex.

Efficient Lighting Designs, Inc has completed the projects and met all contractual responsibilities. 

It is recommended the Board of Education approve the Notice of Completion for Efficient Lighting Designs, Inc. for the LED Lighting Retrofit Projects.

 
Financial Impact:

There is no financial impact regarding approval of the Notice of Completion.

Recommended Motion:
Approve and ratify the contracts and agreements as presented.
Rationale:
Pursuant to Board Policy 3312 and California Education Code, all contracts and agreements need to be approved and ratified by the Board of Education.  The current contracts which are being presented to the Board are listed in the attachment section below.  Additional contract(s) may be included prior to the meeting.

VII. PRESENTATION/DISCUSSION/ACTION
VII.a. Acknowledge Davis Schools Foundation DonationWas edited within 72 hours of the Meeting
Recommended Motion:
Acknowledge the Davis Schools Foundation $100,000 donation for 2020-21.
Rationale:
The 2020-21 Davis Schools Foundation Grant Agreement was approved at the July 2, 2020, Board meeting. DJUSD received a check for $100,000 on Wednesday, July 29.  The Foundation's generous support will provide funding support to fund instructional programs, counseling services and technology for students. 
 
VII.b. COVID-19 Response Update
Rationale:

Staff will provide an update to the Board of Education regarding the status of plans to serve our students, staff, families and community focused on slowing the spread of COVID-19 in our region and the start of school on August 26, 2020 with a 100% Distance Learning program.

VII.c. Adoption of Resolution No. 03-21 Approving Levying the Measure H Special Tax and the Associated Educational Programs Parcel Tax Report for the 2020-21 Tax Year
Recommended Motion:
Adopt Resolution No. 03-21 as presented.

Rationale:

This is an annual, routine required action of the Board. The 2020-21 budget is dependent on this tax revenue. 

The tax rate for Measure H was set at the Board of Education meeting on June 4, 2020.  This is the official step to adopt the resolution to direct the county to levy and collect the tax.


 
Financial Impact:
The special tax revenue for fiscal year 2020-21 for Measure H Parcel Tax is $10,276,024.

Rationale:

This is an annual, routine required action of the Board. The Debt Repayment Plan assumes receipt of revenues from this revenue source. 

The tax rate for Community Facilities District No. 2 was set at the Board of Education meeting on June 4, 2020.  This is the official step to adopt the resolution to direct the county to levy and collect the tax.

 
Financial Impact:
The total annual special tax to be collected within CFD No. 2 for fiscal year 2020-21 is $4,081,233 .

The tax rate for Measure G was set at the Board of Education meeting on June 4, 2020.  This is the official step to adopt the resolution to direct the county to levy and collect the tax.

The special tax revenue for fiscal year 2020-21 for Measure G Parcel Tax is $3,029,202.

VII.g. Approve the Employment Contract for New Associate Superintendent of Business Services.
Recommended Motion:

Approve the Employment Contract for the new Associate Superintendent of Business Services.


Rationale:

With the retirement of Chief Business and Operations Officer Bruce Colby (effective July 31, 2020), the District is completing a cost-neutral leadership reorganization that includes closing out the Chief Business and Operations Officer position and the creation of a new Associate Superintendent of Business Services position.

The contract will be provided prior to Open Session. 
 
Financial Impact:

There will be no impact to the general fund for this item as part of this cost-neutral reorganization.

VIII. UPDATE ON TENTATIVE BOARD AGENDA CALENDAR
Rationale:

The calendar is a fluid, working document used by the Board President and Superintendent in support of the Board conducting efficient and effective Board meetings. Changes in the date of future agenda items occur frequently to best fit Board items into the time parameters of Board meetings and District priorities.

IX. DATE, TIME, AND PLACE OF NEXT SCHEDULED MEETING
Quick Summary / Abstract:
The next meeting of the Board of Education is scheduled for August 20, 2020.
