In the interest of conducting the business of public education in a timely manner, there is a two or three-minute limit per individual speaker which, at the discretion of the board president, may be modified depending on the number of speakers. A maximum of thirty (30) minutes for the comment period may be imposed. In order to maintain a respectful public forum, members of the audience will please limit applause to occasions of student performance, employee recognition, and significant community contributions which are celebrated by everyone present.
During this public comment period, the law does not allow the Board of Education to take action on any item not explicitly posted on the agenda in advance. However, Board members may ask for clarification, refer concerns to staff, and/or request that an item be placed on a future agenda.

This report is a summary of services provided during the school year 2017-18 and key lessons learned to inform the extension of YCRC services into the next school year, 2018-19. The collaboration with YCRC continued successfully through 2018-19, with YCRC supporting the DJUSD goal of continuing to develop restorative practices awareness and training, to encourage and support productive ways of handling conflict and to support a safe, respectful environment throughout the District, among staff and with students and families, through mediation and restorative conferencing services.

Approve the 2018-2019 Adult Education program as proposed. |
The Board of Education recognizes that education is a lifelong process and that it is important for individuals to continuously develop new skills. The Superintendent or designee shall develop and oversee the district's adult education program. The Board shall approve all courses to be offered in this program. The California State Department of Education requires the local governing board to approve the adult education classes to be offered in the district. Such approval must be made at a public meeting in accordance with Education Code Section 35145. The course approval list can be adjusted throughout the year through CDE. Enclosed in this Board packet attachment is a list of adult education courses expected to be offered throughout the 2018-2019 school year. Classes can be added or deleted depending on community response and teacher availability. Additionally, the Davis Adult and Community Education is a member of the Capital Adult Education Regional Consortium which requires all member districts to approve the annual consortium Memorandum of Understanding that governs how state allocations are distributed and membership responsibilities. The Memorandum of Understanding will be approved on September 20, 2018. This is a requirement of AB 104 which specifies how adult education funding is distributed throughout the state. This will be the fourth year of membership in the Capital Adult Education Consortium. Consortium boundaries are determined by community college district boundaries. Davis is in the Los Rios Community College District. Davis Adult and Community Education operates classes on the quarter system, coordinating with both the DJUSD and UC Davis calendars. Highlights for the 2018-2019 school year include: Sept 24 to Dec 6, 2018 Fall Quarter Classes in Session Jan 7 to Mar 14, 2019 Winter Quarter Classes in Session April 1 to June 6, 2019 Spring Quarter Classes in Session June 4, 2019 High School Graduation for Adult School Students Davis Adult and Community Education is closed during all school district holidays.
Davis Adult and Community Education office hours during the 2018–2019 school year will be Monday through Thursday, 10:00 a.m. – 1:00 p.m. and 2:00 p.m. – 7:00 p.m. With the exception of holidays, we will be open to the public 32 hours per week. |

Approval of technical edits for DJUSD's 2018-19 Local Control Accountability Plan (LCAP).
|
Yolo County Office of Education requests a secondary board approval of DJUSD's Local Control Accountability Plan (LCAP) as a result of technical edits suggested by YCOE. No goals, actions, or services were changed from the LCAP approved by the Board of Education on June 21, 2018. Revisions in the attached LCAP document include technical modifications in the template fields (check boxes) to more accurately reflect targeted student populations for actions and services, particularly DJUSD's unduplicated students and supplemental funded programs.

Approve Specific Waiver request.
|
The district is requesting that the State Board of Education renew the existing specific waiver regarding the mandated site council membership composition at Davis School for Independent Study. Because DSIS is a small school with relatively few teachers and classified employees, it is difficult for these sites to meet the mandated Site Council membership composition requirements. This waiver allows for a reduction in the number of teachers and other site council members required to serve on each School Site Council, while retaining membership equity between staff and parents/students and continuing to provide appropriate oversight of the school’s programs and budget. The leadership of DTA, CSEA (as applicable) and each site’s School Site Council have approved the waiver request. The period of this request is July 2018 through June 2020. Education Code 52863 establishes that any governing board, on behalf of a school site council, may request the State Board of Education to grant a waiver to a school when it finds that the failure to do so would hinder the implementation or maintenance of a successful school-based coordinated program. If the State Board of Education approves a waiver request, the waiver shall apply only to the school or schools which requested the waiver and shall be effective for no more than two years. The State Board of Education may renew a waiver request.
